County elections 2022

Make your voice heard!

In county elections, members are elected for wellbeing services counties. As a result of a health and social services reform (Sote), 21 wellbeing services counties will be established in Finland and the responsibility for organising health, social and rescue services will be transferred to them.

Vaasa’s social welfare and healthcare services will be transferred to the Ostrobothnian Consortium of Municipalities for Regional Welfare already on 1 January 2022. The services at the consortium and The Rescue Department of Ostrobothnia will be transferred to the Wellbeing Services County of Ostrobothnia on 1 January 2023.

59 county councillors and their deputies will be elected to the council of the Wellbeing Services County of Ostrobothnia in the county elections.

The actual election day for the county elections is 23 January 2022, and advance voting will be held from 12 – 18 January 2022. The election result will be confirmed on 26 January 2022 and the councils will begin their work on 1 March, 2022. Advance voting is possible at 14 locations in Vaasa and there are 20 actual polling stations on election day.

The Central Election Board is responsible for conducting the elections in the City of Vaasa.

Who can vote?

Voting is a fundamental right of every adult citizen.

In county elections, a person who reaches the age of 18 no later than on election day has the right to vote, if they are:

a) a citizen of Finland or another EU Member State, Iceland or Norway and their municipality of residence is a municipality belonging to the wellbeing services county in question on the 51st day before election day;

or

b) a citizen of some other state and their municipality of residence is a municipality belonging to the wellbeing services county in question on the 51st day before election day and the person has, on that date, had a municipality of residence in Finland for an uninterrupted period of two years;

or

c) employed by the EU or an international organisation operating in Finland and their place of residence is in a municipality belonging to the wellbeing services county in question on the 51st day before election day, provided that their personal data has been entered in the Population Information System at their request and that the person has submitted a written notification to the Digital and Population Data Services Agency, stating that they wish to exercise their right to vote in the county elections, no later than on the 52nd day before election day.

All eligible voters will receive a notification (polling card) from the Digital and Population Data Services Agency. Users of the Suomi.fi service only receive the notification electronically. The card presents information on the municipality where you can vote and the address of your election day polling station on the actual election day.

Bring identification with you to the polling station, a driving licence is also valid. If necessary, you can apply to the nearest police station for a free temporary ID card to vote if you do not have any other identity document. You do not need to have the polling card with you at the polling station.

Candidates

In county elections, the wellbeing services counties constitute the electoral districts. Candidates are nominated for the entire wellbeing services county, voters can only vote for the candidates standing for election in their own wellbeing services county, and the results are calculated separately for each county.

Information on the candidates for the 2022 county elections will be published in the Information and Result Service on 23 December 2021. You can also follow the election campaign advertising by political parties and candidates.

Voting safely

At polling stations, general safety guidelines shall be followed to prevent the spread of the coronavirus and the recommended way to vote is as follows:

  • maintain a social distance of 2 metres
  • wear a face mask
  • follow cough hygiene instructions
  • bring your own lead or ballpoint pen
  • use the hand sanitisers available

Do this if you are in quarantine or isolation or if you have respiratory symptoms on election day 23.1.2022

If you have respiratory symptoms, are in self-isolation, or are in quarantine or isolation ordered by a doctor on election day, follow the instructions provided at the polling stations door. In these cases, voting must be conducted without contact with other people and you must wear a face mask for the entire time you are at the polling station.

If you know that you will be in quarantine or isolation ordered by a doctor on election day, do not go inside the polling station but call to the telephone number on the polling stations door and ask for voting outdoors. A person placed in quarantine or isolation by a doctor must not leave their home to go to a polling station if this cannot be done without contact with other people. If you have strong symptoms, take care of your health and that of others by staying home.

 

Polling stations and times

You can vote either on the actual election day 23 January or in advance 12–18 January.

On election day, an eligible voter may only vote at the polling station that is entered in the electronic register of eligible voters (voting register) and in a notice on their right to vote (polling card) received from the Digital and Population Information Agency. Polling stations are open on election day from 09:00 to 20:00.

Voting in advance

Advance voting means voting during the advance voting period provided for in the Election Act before the actual election day.

There is no need to give any reason for voting in advance. Advance voting is freely chosen by the person entitled to vote instead of voting on election day. Each eligible voter may, at their own discretion, vote in advance at any public advance polling station, either in Finland or abroad.

Voters placed in quarantine because of the coronavirus epidemic will be able to vote outside during the advance voting period of the County Elections. To do so, you should first contact the secretary of the central municipal election board, tel. +358 40 754 8534, who will reserve a time for an outdoor vote.

 

Voting on election day 23 January

On election day, an eligible voter may only vote at the polling station that is entered in the electronic register of eligible voters (voting register) and in a notice on their right to vote (polling card) received from the Digital and Population Information Agency. Polling stations are open on election day from 09:00 to 20:00.
