Necessity of planning in a shore area

In a shore zone of a sea shore or other water body, buildings must not be erected without a detail plan or a legally binding master plan where it is determined that the master plan or a section of it may be used as grounds for granting of building permit. Building construction in a shore area requires a deviation procedure.

In a shore zone of a sea shore or other water body, buildings must not be erected without a detail plan or a legally binding master plan where it is determined that the master plan or a section of it may be used as grounds for granting of building permit. The need for planning in shore areas are determined in the land use- and building’s act 72 § and procedures regarding deviation permits in chapter 23 (links in Finnish).

A deviation procedure is needed for building in shore areas, for example, when new building sites are formed or when a replacement building for a main building is to be constructed.

Application for decision regarding necessity of planning is handed in to the Vasa city planning department. The neighbors of the building site should be notified about the application. The neighbor consultation can be carried out by the city of Vaasa, if needed, at a cost of 85€/neighbor, levied on the applicant.

The decision regarding necessity of planning is taken by the director of the city planning department. An affirmative decision is valid for two years’ time, during which building permit should be applied for or the decision is void. In which case the decision is to be disputed, an appeal can be directed to the Vaasa City Council’s board of planning.

Price: 550 € -1500€, with price increase being applicable if extensive additional investigations are needed.
