Operator for the Onkilahti café to be selected through an auction starting today

The auction is thought to ensure a simpler and faster process in a situation where launching the operation is time-critical. The lease agreement model used in this case is not considered a public procurement, so the Public Procurement Act does not apply.

– With this approach, we want to ensure that the café can open for this summer season. At the same time, we’ll gain useful experience of how well the lease agreement model works in this location, says Jukka Talvi, Director of Public Utility Services.

As the summer season approaches, the city has recognised that the tight schedule could pose a challenge for potential operators. Many entrepreneurs already have their resources and staff committed in the spring, and starting a new operation in the middle of the season isn’t always possible. The lease agreement provides a lower threshold for participation and allows for a quicker start to operations. 

Trialling the lease agreement model gives the city the chance to gather practical experience and evaluate which approach would be most suitable in the future. No decision has yet been made on whether the city will select the café operator for the next season through a concession agreement or continue to lease out the space under a lease agreement. This summer season will help clarify the advantages of the different options and support the long-term planning of the Onkilahdenpuisto café operation.
