The draft local detailed plan for Hietasaari and the Inner Harbour is now on display – have your say in the area’s development!

A local detailed planning process is under way for the Hietasaari and Inner Harbour area, with the aim of exploring possibilities for land use and development, as well as updating the local detailed plan. The draft local detailed plan will be on public display for comments from 10–26 June 2025.
The plan area consists of several distinct subareas: Hietasaari, Hovioikeudenpuisto, the Inner Harbour, Satamapuisto and Museonranta

The draft local detailed plan will be on display from 10–26 June 2025. During this time, residents are able to participate in the development of the area by commenting on the draft plan.

The old detailed plan dates back to 1855
The aim of the planning process is to examine the area’s values and development opportunities, as well as to update the local detailed plan.
The current local detailed plans for the area are outdated and no longer guide its development appropriately. For example, Hietasaari is still covered by Vaasa’s first local detailed plan, which was approved in 1855.
New connections and improved routes
The draft plan includes provisions for, among other things, the construction of a new pedestrian and bicycle bridge between the Inner Harbour and Hietasaari, widening the existing bridge at Hietasaari, building a new waterfront route to Museonranta, and improving the current pedestrian and cycle path along the waterfront area by the city centre.
The draft plan opens up new development opportunities for the Museonranta area, and proposes an improved performance venue for Hietasaari. The idea is to develop the park area in Hietasaari as a place for relaxation and various events, such as concerts and summer theatre.
