New terms for renting electric scooters now available for review

From the beginning of next year, commercial electric scooter rental in Vaasa will require a permit issued by the City of Vaasa. A proposal outlining the new terms and conditions that rental companies must comply with in order to be granted a micromobility licence is now available for review.

The proposed terms and conditions for the permit will be available for public review for two weeks, starting on 7 October. During the review period, authorities, associations, stakeholders and residents may submit opinions to the city regarding the proposed new terms and conditions. Stricter speed limits and parking rules

The city proposes that the parking of e‑scooters in the city centre, Vöyrinkaupunki and Palosaari would only be permitted in designated areas. In addition, parking would be prohibited in locations such as underpasses, on pavements less than 2.5 metres wide, and near railway lines and bodies of water.

Under the new terms, the general maximum speed for e‑scooters would be 20 km/h, but limited to 10 km/h in pedestrian zones and 15 km/h during night‑time hours.

In future, e‑scooters could not be used or parked in areas not intended for traffic, such as sports facilities or the grounds of schools and daycare units. E‑scooter rental would be permitted annually from 20 April to 15 October, with the possibility of adjusting the period by up to 15 days in either direction depending on weather conditions.

The aim of the changes is to improve the safety of e-scooter use. The new terms and conditions are expected to reduce costs arising from injuries and ease the burden on healthcare services. The aim of the parking restrictions is to ensure that movement around the city remains accessible to everyone.

Micromobility permit to be introduced at the beginning of 2026

The law requires municipalities to issue a micromobility permit for the rental of electric scooters. The requirement came into force in September 2025, but municipalities were granted additional time to implement the permit system until the beginning of 2026. Vaasa chose to use the additional time to prepare the permit terms and conditions during the autumn. The new terms and conditions are set to come into effect from 1 January 2026.
