The goal of the project is to develop a literacy strategy for the municipality based on the National Literacy Strategy 2030 and the city’s strategy, and to create a permanent model for managing and coordinating literacy efforts. The project will strengthen the structures for literacy work and cross-administrative cooperation between early childhood education, schools, youth services, adult education, and the library, in accordance with the “Reading Municipality” principles. The strategy work will integrate multiliteracies, language awareness, and multilingualism as part of the entire educational pathway and lifelong learning. At the same time, the library pathway will be developed as part of a coordinated literacy framework, and equal opportunities for developing literacy across different age groups will be strengthened. Key outcomes include an approved literacy strategy, clear responsibilities and operating models, a functional cross-administrative literacy network, and established monitoring and evaluation practices. These outcomes are integrated into the municipality’s core operations and existing structures, ensuring the long-term sustainability of literacy efforts.
