How to make a data access request

Before you make a data access request, decide how you want to make it. Please read the instructions below to help you make your request clear and specific. You can fill in a form, visit us in person, send the form by post, or authorise someone to make the request on your behalf with a power of attorney.

Making a request using a form

Please complete the form according to the instructions below. Once you have completed the form, save a copy for yourself or print it out. Sign the printed form. Send the form either electronically to kirjaamo@vaasa.fi or by post. The mailing address is: Vaasan kaupunki, Kirjaamo, PL 3, 65101 Vaasa.

Making a request in person

If you make the request in person, please see the instructions below on what your request should include. When making your request in person, please bring a form of identification to verify your identity and ensure your matter can be processed. We will acknowledge your request and notify you when the information is ready for collection. Please also bring a form of identification when collecting the information, so we can ensure it is released to the correct person authorised to receive it. Making a request by email

You may submit a free-form request by email. Please follow the instructions provided for making a free-form email request to ensure your request contains all necessary information and can be handled as smoothly and simply as possible. Send your free-form email request to kirjaamo@vaasa.fi.

Making a request by letter sent by post

You can also submit your request by sending a free-form letter through the post. Please follow the instructions provided for making a free-form letter request to ensure your request contains all necessary information and your matter is handled as smoothly and simply as possible. Making a request by authorised representative

You can also make a request through a legal guardian or an authorised representative. The authorisation, or power of attorney, must include the details of both the principal and the authorised representative, a clear statement of the purpose of the authorisation – namely, the request to access the principal’s personal data – as well as the principal’s signature, name in print, and date. Corporate Governance

The Corporate Governance sector encompasses Central Administration, Welfare Services, Employment Services and the Vähäkyrö District Council. Central Administration is responsible for central administrative functions, organising administrative support services, and managing the Vaasa City Group. Welfare Services are responsible for the social and health services duties assigned to the city, promoting health and wellbeing, and services related to employment management. Central Administration and Welfare Services fall under the Director of Corporate Administration, whereas the Vähäkyrö District Council reports directly to the Mayor.

  • Central Administration

The Central Administration result area is responsible for preparing and implementing matters for the City Council, City Board, and its committees; ensuring that the city’s organisational units and subsidiaries follow the city strategy and act in the city’s best interests; managing the city’s finances, ownership steering, personnel, and administrative services under the City Board; guiding, supervising, and supporting the entire city organisation; overseeing the owner control of subsidiary companies; arranging necessary support services within its remit; and managing the steering of information technology and digitalisation across the city organisation

  • Digitalisation and Innovation
    • The task of the City of Vaasa’s Digitalisation and Innovation service area is to guide and develop digital services and to promote digitalisation in cooperation with the various sectors.
  • Owner Control
    • The Owner Control Unit handles matters related to the city’s group companies, including preparing for the Corporate Management Committee, managing changes in the city group structure, and conducting budget discussions with key group companies.
  • Secretarial Services
    • The Secretarial Services unit provides and develops administrative support for the daily operations of the service areas. This includes office services related to personnel and financial administration, purchase and sales invoicing, arranging meetings and official functions, travel bookings, reporting and statistics, and customer guidance and advice. The unit also manages secretarial services for the City Council and City Board, as well as for the city’s senior management and their supporting experts.
  • Administration and Services
    • Administration and Customer Services are responsible for organising the practical arrangements and preparation and implementation tasks of the City Council, City Board, and their committees. They centrally provide general and document management services for the city administration and organise joint services for residents. The unit also delivers translation services required by the administration, oversees decision-making processes, good governance, and administrative regulations, and organises general elections.
  • Financial and Owner Control
    • The Financial and Owner Control service area acts as the central body for financial planning, oversight, and implementation. It is responsible for the city’s financial administration, as well as for the city’s strategy, including its coordination and monitoring, and for developing strategic leadership and the management system.
  • Personnel Services
    • Personnel Services lead the city’s personnel policy in accordance with the city strategy and HR programme, supporting management in achieving strategic objectives. The core tasks of the Personnel Services service area include managing recruitment, developing staff skills and wellbeing, providing employment-related advice, overseeing occupational safety, handling employee cooperation matters, and managing workplace communications in collaboration with the city’s Communications unit.
  • Communications and External Relations
    • The Communications and External Relations service area is responsible for communications and marketing, graphic services, as well as public relations and international affairs.
  • Vähäkyrö Regional Services
    • The Vähäkyrö Regional Administration, in cooperation with the rest of the city organisation, is responsible for developing local services and businesses in the Vähäkyrö district, and for promoting the district’s wellbeing, vitality, and participation.
  • Welfare Services
    • The task of Welfare Services is to coordinate and develop welfare services comprehensively, promote the health and wellbeing of residents in areas not covered by the Wellbeing Services County of Ostrobothnia or other city sectors, prepare the welfare plan and report and monitor their implementation, coordinate employment services, and organise integration services.
  • Employment Services
    • Employment Services is responsible for providing labour authority services in the Ostrobothnia Employment Area. Its task is to assist and support jobseekers in finding work, developing skills, and planning their careers, as well as to provide a wide range of services to employers and business clients related to recruitment, development, and, where necessary, workforce reduction.

Urban Environment

The Urban Environment department is responsible for the living environment, the city’s technical infrastructure, and related services.

  • City Planning
    • The core task of the City Planning unit is to produce urban plans and zoning schemes that implement the city’s strategic objectives, along with related surveys and studies.
  • Real Estate Office
    • The Real Estate Office creates the conditions for a functional urban structure by managing the city’s land policy and developing housing conditions, among other responsibilities.
  • Public Utility Services
    • Public Utility Services is responsible for planning, constructing, and maintaining traffic and transport routes, green spaces, public areas, marinas, and land and water structures, including related equipment. The department also oversees regulatory tasks related to waste management, water supply, and public transport.
  • Building Control
    • Building Control promotes, guides, and monitors the creation and maintenance of high-quality buildings and a pleasant living environment.  The department also provides services and advice on building permit matters, ensuring that the public interest is taken into account.
  • Environmental Department
    • The services provided by the Environmental Department include supervision related to environmental protection, health protection, food and tobacco legislation, and the Land Extraction Act, as well as handling permits, registrations and notifications required under these laws. Veterinary services and animal welfare also fall under the remit of the Environmental Department. The Environmental Department operates under the Building and Environment Board.
  • Regional Waste Management Board
    • The Regional Waste Management Board is responsible for the municipalities’ statutory waste management authority duties, as well as other tasks related to the development and monitoring of waste management. The Regional Waste Management Board makes decisions on waste management regulations and fees, and grants exemptions from these regulations. If, for example, you want to join a shared waste bin scheme or report composting, you must apply or notify this in writing using the form issued by the Regional Waste Management Board.
  • Vaasa Premises Management Office
    • The task of the Premises Management Office is to provide facility services to meet the needs of the city’s various administrative sectors. The Premises Management Office is also responsible for the maintenance of the properties under its management, as well as for property management and leasing. In addition, the Premises Management Office is responsible for managing building projects in accordance with the city’s investment programme.
  • Vaasa Water
    • Vaasan Vesi provides water supply services to its customers, the most essential being the provision and distribution of high-quality drinking water, as well as the sewerage and treatment of wastewater. The provision of these services includes a wide range of subsidiary and ancillary services.

Education and Culture

The Education and Culture Sector is responsible for organising education, early childhood education, cultural and library services, as well as leisure, sports, and youth services for the city’s residents.

  • Cultural Services
    • Cultural Services are responsible for managing the city’s general cultural activities. They provide the framework for a diverse cultural offering and contribute to Vaasa’s development in the field of culture, as well as to highlight the importance of culture for the everyday lives and well-being of people of all ages.
  • Library Services
    • Library Services offer something for library users of all ages. At the library, users can immerse themselves in books and films, broaden their knowledge with a diverse range of information resources, or try something new, such as 3D printing or playing the piano. The library also offers cosy reading corners, workstations with laptop sockets, and quiet spaces for tasks that require concentration.
  • Museums
    • Vaasa Museums include the Kuntsi Museum of Modern Art, The Ostrobothnian Museum, the Tikanoja Art Museum and the Museum of Old Vaasa. Vaasa Museums function as the museum with regional responsibility for Ostrobothnia. The museums are responsible for the cultural history, art, and natural science museum activities of the City of Vaasa. Their task is to preserve, care for, and convey both tangible and intangible cultural heritage. The museums serve the audiences and communities in their region by providing museum and cultural services.

    • Vaasa City Theatre is a professional Finnish-language theatre operating in Vaasa.
  • Vaasa City Orchestra
    • Vaasa City Orchestra is a municipal symphony orchestra maintained and financed by the City of Vaasa.
  • Early Childhood Education and Care
    • Early Childhood Education and Care is responsible for early childhood education, pre-primary education, and the operation of public daycare units.

      • The Alma Adult Education Centre is an institute for liberal adult education, offering hundreds of opportunities each year through various courses and public lectures to learn new knowledge and skills, meet different people, and reflect on one’s attitude towards the world and oneself.
      • TaiKon
        • TaiKon offers basic education in the arts, providing extracurricular art instruction for children and young people aged 4 to 18 in performing arts, crafts, circus, dance, and visual arts. TaiKon provides education in Finnish and Swedish.
      • Kuula-opisto
        • Kuula-opisto is an arts education institution tasked with providing instruction in music, dance and related art forms. Its operational area covers Vaasa, Laihia and Isokyrö. Kuula-opisto provides education in Finnish and Swedish.
      • Sports Services
        • The aim of Sports Services is to promote health-enhancing physical activity, encourage residents to be active, and help reduce health inequalities through exercise. The key objectives of Sports Services include promoting physical activity among children and young people, families, and those requiring special support, providing opportunities for exercise to seniors, and encouraging health-enhancing physical activity.
