Conditions for the Youth Employment Voucher Eased from 1 July 2026

The conditions for the Youth Employment Voucher will be eased from the beginning of July. The minimum duration of employment eligible for subsidy will be reduced from six months to three months, and the requirement regarding the length of a young person's unemployment period prior to receiving subsidy will be removed entirely.
Wider Use of the Youth Employment Voucher
On 25 June 2026, the Finnish Government approved amendments to the decree with the aim of expanding the use of the Youth Employment Voucher and giving employment authorities greater discretion in granting the subsidy.
In the future, employment authorities will be able to grant the subsidy not only to companies but also to associations and foundations. The purpose of the amendments is to enable broader use of the Youth Employment Voucher across different types of work and organisations.
The Aim Is to Promote Youth Employment
The Youth Employment Voucher is a subsidy granted to employers to temporarily reduce the costs of hiring a young person. The subsidy covers up to 50% of wage costs, with a maximum amount of €1,500 per month.
The purpose of the Youth Employment Voucher is to lower the threshold for recruiting young people and to provide them with better opportunities to enter the labour market and gain valuable work experience.
