Pay-subsidised work

The City of Vaasa employs around 200 people with pay subsidy each year in its various departments.

The city’s employment funds are targeted primarily to unemployed Vaasa residents who have been receiving labour market support for more than 300 days.

The typical duration of pay subsidy employment in the city is 8 months (35 weeks), with working hours representing 85% of the normal working hours in the sector.  Employment is also targeted at those who need full-time employment for a period of 6 months (26 weeks) because of their age.

How to get a pay-subsidised position in the city of Vaasa?

You might also receive information on such positions from the TE Office by e-mail or letter. If so, you can proceed to contact the person whose contact details you can find in the notice sent by the TE Office directly.

 

Completing the employment condition

To receive, for example, earnings-related unemployment allowance after a period of employment, the employment condition must be met. For more information on the employment condition, please contact your unemployment fund or visit the Kela website.

Work try-out

Work try-outs for unemployed jobseekers

The city offers a variety of work try-outs in its various departments. The aim of work try-out in the workplace is to clarify occupational and career choices or to support re-entry into the labour market.

It gives you the opportunity to get to know the practices of different professions, find out whether you are interested in them, and learn what skills you need to find a job in the field you are interested in.

The aim is that as many people as possible will continue to work for the city on a subsidised, fixed-term employment contract.

How can I enter a work try-out in the City of Vaasa?

First check with the TE-services whether you are eligible for a work try-out.

If you got curious about this opportunity, you may contact the unit you are interested in directly.

The city also reports any available work try-out positions to the TE services, where you can also ask about work try-outs in the city.

Duration

The duration of the work try-out will be agreed according to your situation and the objectives of the work try-out:

  • up to 12 months, of which up to 6 months in the same position
  • typically between 1 and 6 months
  • 1 to 5 days per week, 4 to 8 hours per day

The number of working days and hours may be increased as the try-out progresses, however small the number of days and hours may be in the beginning.

Income

The work try-out is not paid as such, but you will receive unemployment benefits for the duration of the try-out, plus an expense allowance of 9€ per day of try-out.

Before starting the work try-out, a work try-out agreement is signed together with the TE Office.

Participants can interrupt the work try-out if they find a job or a place to study.

Supported employment, Helppari-activities

There are also opportunities for apprenticeship training. Helppari activities are also open for trainees from different educational establishments, and work practice periods can be organised there.

Helpparit work in the Vuorikoti senior citizens’ home in Vaasa, where they assist elderly people. Their tasks include escorting residents to the dining room, serving meals, and household chores.

In the Helppari programme, you have the opportunity to progress through a work try-out to a pay-subsidised work period as an elderly care assistant.  You can also get help and advice on starting your studies.

Elderly care assistant

Who is this service for?

You can work as an elderly care assistant if you have been unemployed for a long time and are entitled to a pay subsidy for the municipality.

You can find out your right to pay subsidy from your TE Office.

No previous training or experience is required.

What does the job involve?

The elderly work assistant service is provided to elderly people who are clients of home care services and dependant care services in Vaasa and Vähäkyrö.  Each assistant has their own clients whom they meet on a weekly basis.

The purpose of the visit is planned according to the wishes of the client. For example, you can go out together or go shopping or visit the pharmacy. You can talk, read magazines, do crossword puzzles, or even play cards. The role of the assistant also includes supervising home exercise according to the instructions of the physiotherapist.  Sometimes the assistant will help the customer with small household tasks and meals.

If necessary, the assistant will also make temporary visits if the client needs to be accompanied to a doctor, hospital, X-ray, or laboratory, for example.

What are the working hours?

The working hours are 85% of the normal working hours in the position, 32.5 hours per week.

Summer Job Voucher

A summer job voucher can be used to get a summer job for yourself or to offer a job to a young person looking for a summer job. Companies, organisations, and cooperatives employing under 50 people are eligible for the summer job voucher.

Young people looking for summer jobs can contact the employer to ask for a summer job, and the employer can apply for the summer job voucher to hire that person.

The summer job voucher is issued by the City of Vaasa and is applied for via the city’s e-service.

The summertime employee must be a registered resident of Vaasa, but the company using the voucher to hire the employee can be registered also elsewhere than in Vaasa.

Priority is given to employers applying for the summer job voucher for the first time.  However, employers who have received the voucher in previous years are welcome to re-apply!

To be eligible for the summer job voucher

  • the employer receives no other support for the employment of the young person
  • the employer has not had any temporary suspensions or layoffs in the previous 12 months
  • the employment contract is at least 2 weeks / 60 hours long
  •  the working period takes place between 1 May and 30 September
  • the person to be employed is aged between 15 and 29 years, or is now 14 years old and will turn 15 during the ongoing year
  • the gross salary is not less than the minimum full-time wage laid down in the collective agreement
  • the employment is governed by a written employment contract
  • the employer appoints a person responsible for providing guidance and supervising the work

A summer job voucher may be granted to a company even if it has been forced to lay off workers due to an exceptional situation.

The summer job voucher grants the employer 40 percent of the summer employee’s gross salary, €500 at most. It is paid to the employer afterwards upon presentation of the relevant documents.

A young person employed on a summer job voucher must be given a receipt for the salary received.

The application period is from 1 April to 15 May 2024.

The summer job must take place between 1 May and 30 September 2024.

The application must be submitted via the City’s e-service at e-service.

The employer identifies themself to the service by means of an online banking ID, a mobile ID, or a certification card.

The Vaasa employment supplement

The employer can be an organisation or a company. The subsidy is available for eight (8) months, for a monthly amount of 350€.

The employee must be a resident of Vaasa. The place of residence of the employer is irrelevant.
The condition for granting the supplement is that the person to be hired must have been an unemployed jobseeker at TE Services for a continuous period of 12 months or more before the start of the employment. The application must be made before the work starts.

The company’s details will be checked if necessary.

The employment relationship must be of indefinite or fixed duration, but in any case at least eight months long. It may also be an apprenticeship, provided that it is for a minimum period of eight months.

If there is no applicable collective agreement, the worker is paid a normal and reasonable wage

The working hours of the employee must be at least 18 hours per week.

Paying the Vaasa employment supplement to the employer

The payment is made to the employer in retrospect, either monthly or in one installment.  The subsidy is paid into the bank account indicated by the employer in the application.

If the employment relationship ends before eight months have elapsed, the subsidy is paid for the period of employment completed.
